The Shaping Our Shores (SOS) Master Plan was adopted and implemented in 2009 to guide the revitalization of 3 of James City County’s waterfront park facilities–Chickahominy Riverfront Park, Jamestown Beach Event Park and the James City County Marina.

Shaping Our Shores Master Plan was crafted from extensive public input from citizens, businesses and the County offices of Economic Development and Parks & Recreation. The master plan has been used to guide the development of these parks over the past 10 years.
Since 2009, improvements to amenities and infrastructure have been made at each park. With the enhancements to these parks and our parks overall, we welcomed over 3.9 million visitors in 2018. During the summer months, many of our park amenities such as campgrounds, boat slips and shelter rentals are filled beyond capacity.
These waterfront parks have become celebrated treasures to James City County and its citizens. The update of the SOS Master Plan is to maintain the facilities and to keep them viable in serving the needs of our community. Our goals:
- Recognize the existing park amenities which are successfully meeting community needs
- Determine unmet needs or opportunities and challenges to improve upon existing amenities
- Evaluate maintenance, conditions and longevity of park features
- Learn from the community if certain facilities are no longer needed, feasible or should be built in other parks
- Create an updated master plan to guide development for the next decade and beyond
